Valparaiso opens bids for 2026 sidewalk program; engineering to review lowest bids

The Valparaiso Board of Works received and opened bids for two components of the 2026 sidewalk program and asked engineering staff to review results and return with recommendations.
For Sidewalk Program Package 1 (approximately 18,000 square feet), Mister Laird said the engineers estimated the project at about $400,000 and reported seven bids. The reported totals included Davis Concrete at $332,363, H3 Concrete at $371,660, J & J Newell at $372,549.60, Milestone at $382,442, Gary Up Construction at $397,500, NewTech at $359,030.74, and Reese Riley at $440,992. Engineering will evaluate compliance, quantities and unit pricing and bring a recommendation to the next meeting.
For Sidewalk Package 2 (work on Frogger Road and 500 North), Danielle opened five bids against an engineer's estimate of $617,000. Bids included Riley ($656,168), Milestone ($690,000+), Gary Up ($643,700), H3 Concrete (reported in excess of $1,000,000 in the transcript) and NewTech (amount recorded in the packet). The Board thanked contractors for bidding and invited members of the public and Board to review the bid tabulations after the meeting. Engineering will return with an award recommendation at the next meeting.
The Board took no award actions at the opening; staff will conduct a formal review of bids, verify low-bid compliance and bring a contract recommendation to a future meeting.
