Council approves $425,000 installation contract for Kubota membranes at South Fork plant

The Liberty Hill City Council approved a contract not to exceed $425,000 with G2 Construction Services to install Kubota membranes at the South Fork wastewater treatment plant.
Public Works Director Jacob Parsons told the council the city’s existing iron filters have been deteriorating and that Kubota membranes (with a ten-year warranty) were ordered under an emergency purchase order because of long manufacturing lead times. Parsons said the membranes are expected to arrive April 22 and installation must be coordinated to maintain continuous treatment capacity; he described the installation timeline and staffing needs.
Council members asked for clearer packet documentation after learning the membranes themselves were already purchased for $740,000 under an emergency PO and that the project total in the council’s CIP is $1,750,000. "It's not the 425, it's the project's total is 1.75," a council member said, asking for cover-sheet detail in future packets. After discussion and a friendly amendment about the contract wording, the motion to approve the scope and cost for G2 Construction Services passed 6-0.
Staff said approving the installation allows the city to secure a contractor who can mobilize when the membranes arrive; staff also noted the CIP funding for the project had previously been approved for fiscal 2026. Council directed staff to ensure procurement policy alignment and clearer documentation in future agenda packets.
