Commission approves permanent ValpoNet repair; Midwestern Electric low bid at $78,812.50

Staff told the commission that a catastrophic failure of ValpoNet on Sept. 22 required a temporary aerial restoration and that a permanent repair is now required. George (speaker 4) described the RFP process: five contractors were solicited, three responses were received and one was incomplete. Midwestern Electric submitted the low qualified bid at $78,812.50 and staff recommended proceeding with that proposal and using consultants (Brian Baker and Brian Scott) for project oversight.
"Midwestern Electric was low price at $78,812.50. It is my recommendation that we, proceed, with signing their proposal," George said. Commissioners asked about oversight, locates and whether city utilities would continue to perform 811 locates; staff confirmed consultants and the utilities would coordinate. The commission approved the contract and authorized the permanent fix to proceed.
The commission also discussed ValpoNet’s longer-term work tied to the Valpo Rec development and noted ongoing coordination with Emerson and remediation efforts tied to the former McGill manufacturing plant.
