Rush Valley council approves $8,000 grant match, $225,000 in road and parking work and routine purchases

The Rush Valley Town Council on April 29 approved a series of spending measures to update planning documents, repair roads and maintain municipal equipment, and heard reports from the sheriff—s office and the fire department.

Council members voted to provide an $8,000 (8%) match from the town general fund for a $100,000 Wasatch Front Regional Council (WFRC) grant to fund a general plan and land-use code update under the Transportation and Land Use Connection program. Patty (council member/planner) told the council, "We have $100,000 ... the project title is general plan and land use code update," and explained the program will solicit and manage consultant work rather than delivering cash directly to the town. The motion to approve the $8,000 match passed by voice vote.

Jeremiah moved and the council approved spending $225,000 from third-quarter sales-tax B and C funds (2025 allocation) to complete an asphalt overlay project on Park and Stooky Lanes and to add resurfacing of the town parking lot. Council members discussed that concrete work to correct two low, steep handicap ramps and other localized repairs will require separate quotes and may require additional approval at a later meeting. The council approved the $225,000 allocation for the asphalt and parking-lot overlay.

The council also approved several routine and emergency expenditures. Members authorized payment of $2,265 to Rockin T Excavation and Trucking to excavate and backfill soft spots discovered during milling operations, and approved up to $2,000 to purchase a replacement laptop for the town clerk/recorder (Patty). Chief Bolinder reported that North Willow Fire Department is donating a 1996 International 3,000-gallon water tender to Rush Valley; the council approved spending $2,129.28 to repair suspension airbags, brake valves and perform diagnostics so the donated tender can be placed into frontline service and used on wildland calls.

Sheriff—s staff provided a brief law-enforcement report, noting about "18 details" in the reporting period and that one referral produced an arrest. Council members praised patrol presence in area recreational corridors. The council also recognized a local youth, Caden, with a mayoral recognition presented by Lacey Burrows for rodeo achievements and resilience following injuries.

Several council reports covered paving progress, volunteer renovation work at the Red Brick Church and preparations for Memorial Day. The chair also delivered a public safety reminder for National Distracted Driver Awareness Month, noting local crash risks on SR-36 and urging residents to use a phone—do-not-disturb mode while driving.

The council voted to pay the bills as presented, heard no public comments, and adjourned.
