Summary
The committee approved placing the Barnes Lake Management District 2026 budget and work plan on the May 5 Tumwater council consent calendar with a recommendation to approve; staff flagged a professional-services line-item typo and added $15,000 for an IVAMP update funded from district assessments billed to 109 residents.
David, representing water resources, presented the Barnes Lake Management District (BLMD) 2026 work plan and a draft 2027 budget. He said the BLMD conducts water-quality monitoring from May through October, oversees annual treatments and contracts with Aquatechnics for routine seasonal treatment using diquat and imazomox to target invasive white water lily, water shield lily and submerged species such as bladderwort.
David said the district will issue a request for qualifications (RFQ) to update its integrated aquatic vegetation management plan (IVAMP); the draft budget includes an additional $15,000 to pay for the IVAMP update. He also described volunteer monitoring, an annual walkabout to assess shoreline conditions, and use of data loggers to track lake levels and temperature.
On the budget details David identified a staff-report typo: the professional-services line was listed as $29,500 in the staff report but he said it should be $39,500. He noted the BLMD’s activities are expected to stay within available funds; the district assesses property owners (109 billed accounts) under a tiered system based on shoreline access or frontage.
A staff recommendation asked the committee to place the BLMD 2026 budget and work plan on the May 5 city council consent calendar with a recommendation to approve; the committee moved, seconded and approved that placement by voice vote.
The committee did not take further action; staff said the IVAMP update and monitoring details will be incorporated into the council update and staff will provide attendance and outcome metrics from Arbor Day in a council memo.
