Kanji said the change would increase accessibility and make the unit more useful to the nonprofit’s participants and explained why a five‑year clawback is difficult for small nonprofits; she said a two‑to‑three‑year window is more typical.
Council members and staff discussed insurance, driver training and stewardship conditions. Several councilors expressed support for moving forward with a substantially shorter clawback and the RV change. The mayor summarized there was general consensus to proceed with a one‑year clawback and the change to an RV rather than a trailer, and staff indicated they would incorporate that direction into the grant agreement language and negotiations.
No formal motion or recorded vote was taken at the work session; council direction was given to staff to finalize the contractual modification with a one‑year clawback and to update the council with the revised agreement.
