At its Oct. 21, 2025 meeting, the Rowlett City Council presented two community proclamations and shared a slate of fall events for residents.
Council Member Marvin Gibbs presented a proclamation recognizing Oct. 19–25, 2025, as National Friends of Libraries Week in Rowlett and invited members of the Friends of the Rowlett Library and Library Services Director Laura Turner to the front for an acknowledgement. Gibbs said the volunteer group, founded in 1950, provides fundraising and program support that enhances library services.
Council Member Britton read a proclamation recognizing Nov. 3, 2025, as Alzheimer’s Disease Awareness Day and announced the Rowlett Water Tower will be illuminated in teal that evening as part of the "Light the World" awareness program. The proclamation cited CDC figures noting millions of Americans living with Alzheimer’s and described projections that the number will grow substantially in coming decades.
After proclamations, staff announced community programming: the annual Scarecrows on Main contest (scarecrows displayed through Oct. 24 with public voting beginning Oct. 25), a downtown bistro-light naming vote open through Oct. 22, Haunted Hall through Halloween, trunk-or-treat in downtown Rowlett on Oct. 25 with the library open until 9 p.m., a trombone Thanksgiving performance Nov. 26 sponsored by the Arts & Humanities Commission, and a resume workshop at the library Oct. 27.
Animal Services also reported the shelter is at capacity and highlighted a featured adoptable dog, adoption-fee details, a weekend foster opportunity, and an adopt-a-thon scheduled for Saturday, Oct. 25 at 4402 Industrial Street.
These presentations and announcements were delivered as proclamations and staff updates; no formal council action was required on the proclamations themselves.
