Rowlett council adopts rezoning, casts appraisal‑district ballots and approves contracts

Rowlett City Council on Nov. 4 moved through several formal actions, voting unanimously by those present on consent items, appointments and a zoning ordinance.
The council approved the consent agenda (item 6), which included approval of minutes and a resolution awarding Moen contracts for sections 3, 4 and 5. Councilmember Reeves moved to approve the consent items; Councilmember Shoop seconded and the motion carried unanimously by members present.
On item 7a the council cast its limited allocation of votes for David Billings to fill place 4 on the Rockwall County Central Appraisal District board. Mayor Winget noted Rowlett controls a small percentage of the total votes; Councilmember Shoop moved to cast Rowlett's votes for Billings, and Councilmember John P. Bowers III seconded; the resolution carried unanimously.
On item 7b the council nominated and split Rowlett's available allocation for the Dallas County Central Appraisal District between John Cote and Carter Holston. Councilmember Shoop moved to cast split votes; Councilmember Reeves seconded and the resolution carried unanimously.
Finally, on item 7d the council adopted an ordinance approving a zoning amendment that rezoned a roughly 0.283‑acre parcel at 6502 Windward View Drive from SF‑20 to SF‑8 so the existing 11,761‑square‑foot lot can be developed. Derek Hull, director of Community Development, told the council the lot "is currently zoned as single family residential 20" and that the lot "is not allowed to be developed because the site itself is less than 20,000 square feet." He said Planning & Zoning recommended approval 4–0 and staff recommended approval. Councilmember Reeves moved to adopt the ordinance; Councilmember Bowers seconded and the ordinance carried unanimously by those members present.
The council did not record any roll‑call tallies with individual member votes in the public record beyond stating each item "carried unanimously by those members present."
