Cox Air Systems representatives asked the council to consider prohibiting parking in the Wilbur Parish Circle cul-de-sac to ensure large flatbed deliveries can maneuver and unload safely. Staff presented two options: (1) no parking limited to the cul-de-sac, or (2) a no-parking zone extended along the south side of the street back to North Scott. Businesses in the area expressed concern that removing on-street parking could negatively affect employees who currently park there.
Staff noted potential enforcement strategies (proactive outreach followed by ticketing and towing if necessary) and said some property owners may be able to use adjacent private space for employee parking. Several council members expressed concern about creating new parking problems and requested staff investigate property ownership and the presence of containers/unused paved areas that could be used for parking.
The council directed staff to implement option 1 (no parking in the cul-de-sac) as a first step and to evaluate sight-distance improvements at the North Scott intersection; staff will return with updates and any necessary follow-up actions.
