Commission denies replat at 3301 Enterprise Drive after required fire‑easement information missing

The Rowlett Planning and Zoning Commission on Sept. 23 denied a nonresidential replat for 3301 Enterprise Drive after staff and commissioners concluded the submitted plat did not show required fire‑lane easements.
Senior Planner Michael King presented the request (item 4A), describing a proposal by Tyler Scott and Kimberly Horn on behalf of TX Enterprise Rowlett LP to combine two lots into one for office and showroom use on a 4.18‑acre parcel addressed as 3301 Enterprise Drive in the Rowlett Business Park. King said the site development plan was approved Nov. 21, 2024, but the preliminary plat did not show the fire‑lane easements staff recommends be shown and dedicated on the recorded plat.
“This is a request to replat to adjust the old lot lines into 1 lot,” Senior Planner Michael King said, and staff recommended conditional approval that includes adding the fire‑easement information on the plat. During questioning, commissioners confirmed the existing or under‑construction structure’s fire‑easement information was not on the preliminary plat.
Commissioner Pollard moved to deny the application so the applicant can add the required fire‑lane easement information and correct the preliminary/final labeling on the plat. The motion carried 7–0. The commission opened the public hearing for the item, heard no public comments, and closed the hearing before voting.
The denial was procedural and focused on incomplete plat documentation rather than on the land use of the proposed office/showroom. Staff will require the applicant to show and dedicate the necessary fire‑lane/fire‑easement areas on the plat and submit corrected documents before the commission will reconsider the item.
