The Rowlett Planning and Zoning Commission voted 7–0 on Sept. 23 to disapprove a preliminary plat for a Lakeview Parkway subdivision after commissioners and staff identified clerical errors in the submitted documents.
The action concerned agenda item 3B, described in the filing as the “93‑01 Lakeview Parkway preliminary plat” submitted by Jared Rig Baseline Corporation on behalf of property owners Emmanuel Snow, Mary Pascal Snow and Charles Albert Snow. The chair said the plat’s notes and title block referenced the wrong county and directed staff to have the applicant correct and resubmit the plat.
“Item 3B of the agenda is gonna be removed for correction and then resubmit it to us,” the chair said during discussion. Commissioners noted the title block and notes identified an incorrect county, which would affect recordation and related notices.
Commissioner Pollard moved to disapprove the filing for clerical errors; the motion was recorded as seconded by Commissioner Tucker and carried 7–0. The commission did not take substantive action on the merits of the development; staff will require the corrected plat, with accurate county and title‑block information, before the item returns to the commission.
The disapproval was procedural: commissioners focused on correcting the public record and ensuring the plat’s legal descriptions and title block match county records prior to any approval. The commission’s action preserves the applicant’s opportunity to return with corrected materials rather than allowing an erroneous document to be recorded.
The item will return to the commission once the applicant submits corrected plats and exhibits, the chair said.
