CCRPC outlines FY23 water-quality projects; basin CWSPs to issue RFQs and refine co-benefits scoring

Dan Albrecht, CCRPC staff, gave a run-through of CCRPC’s FY23 work program items with a water-quality component at the Nov. 1 Clean Water Advisory Committee meeting, listing regional stormwater education, municipal CCTV inspection projects, phosphorus-control planning, stormwater treatment assessments and multiple Clean Water Service Provider (CWSP) efforts.
Albrecht noted that projects highlighted by CCRPC’s MPO federal highway funding were distinct from water/wastewater planning funded by the Vermont Agency of Commerce and Community Development (ACCD), and that other initiatives — including TBP outreach, Clean Water Service Provider phases, Grants-In-Aid and DI Block Grant projects — are funded mostly through Vermont Department of Environmental Conservation (DEC) grants.
Updates from basin representatives followed. Dean Pierce (Basin 7) said his council is reviewing RFQ responses for subgrantee partners and has released an RFQ for engineering and construction contractors, with a Basin 7 WQ Council meeting set for Dec. 2 and a solicitation for projects anticipated in January. Brian Voigt (Basin 8) said Basin 8 will issue RFQs in coming weeks, is focusing on co-benefits and used a 604(b) grant to review older reports and compile a cleaned list of potential project locations for an interactive website. Dan Albrecht (Basin 5) said several engineering firms and subgrantee partners are prequalified; Basin 5 adopted conflict-of-interest, operating and public participation policies and is developing a co-benefits scoring rubric with DEC and other CWSPs to help prioritize projects and move design dollars sooner.
Committee members were asked to watch for UPWP application materials and to consider staffing requests tied to project management and grant administration.
