Rowlett planning commission takes up special-use permit for massage business at 5321 Lakeview Parkway

City of Rowlett planning staff presented a request on Dec. 9, 2025, to allow a massage establishment at Suite 104, 5321 Lakeview Parkway, and the planning commission considered forwarding a recommendation to city council.

Liliana Morejon, Planner II, told commissioners the proposal (SUP application 25-000093) would locate a massage establishment inside a roughly 6,600-square-foot retail building on an approximately 0.69-acre lot. The applicant proposes three to five treatment rooms, a restroom, a laundry area and storage; hours proposed are 10 a.m. to 9 p.m. Staff said the Rowlett Development Code requires a special-use permit for massage establishments (Section 77.301) and noted state licensing requirements that would apply.

Morejon said the site currently has about 34 parking spaces on site and that staff’s calculations, including the new use, show a need of 22 spaces, which staff concluded meets parking requirements. She also said the future land-use designation is retail/commercial office and that mailed notifications produced one response in opposition and one in favor within the 200-foot notice area.

Commissioner Hernandez moved to recommend approval of the SUP as presented. A point of order about holding a public hearing was raised during the exchange; the transcript records the motion but does not show a final roll-call vote or the commission’s formal recommendation on the record for this item. The record shows the item will proceed to the city council for final action.

The commission did not receive public testimony at the meeting on this item, according to the transcript. The council will consider the recommendation and any required state licensing or administrative follow-ups if the council acts on the SUP.
