Rowlett council praises Planning & Zoning Commission, approves training funds and seeks operational fixes

Commissioners said packets arrive 3–5 days before hearings and, in most cases, that provides adequate review time; a commissioner asked for earlier access when panels have four or more public‑hearing items. Several commissioners requested restored access to Bluebeam (an online plan‑review tool) so they can view draft materials earlier; staff said Bluebeam licenses are limited and staff would explore options to increase accessibility.
Members also raised staff‑shortage problems in community development that make timely responses harder for commissioners and applicants. Council and staff discussed issuing placeholder city email accounts for commissioners to improve records retention and streamline communications.
On training, Derek Cole thanked council for approving a $15,000 training request. "We were able to send three of our members to the 2025 elected and appointed officials workshop," he said. Staff also cited an upcoming COG planning & zoning workshop and in‑house training with the city attorney to clarify what factors are legally appropriate in land‑use deliberations (for example, whether a project is rental or for sale is not a land‑use consideration).
Council urged commissioners to focus on objective review and not negotiate terms with developers from the dais; the presiding official said the commission can simply recommend "no" when appropriate. The bodies agreed to keep avenues open for additional training and to schedule work sessions or special meetings for deeper training when useful.
No formal actions were taken; staff will follow up on Bluebeam access, email account options and upcoming training logistics.
