Council flags attendance problems on Planning & Zoning as it interviews applicants

Attendance reliability on the Planning & Zoning Commission became a central issue at Rowlett’s Dec. 4 council work session. After interviewing multiple applicants for P&Z and the Board of Adjustment, several council members said that three sitting P&Z commissioners missed roughly half of recent meetings, and they questioned whether those incumbents should be reappointed.

One councilor described the 50%‑missed‑meetings figure as a “non‑starter” for reappointment and pressed staff to confirm how excused absences were recorded. The chair asked the city attorney and city manager to refresh onboarding and to clarify the rules about when a member may be excused versus when absences should trigger a replacement process.

Councilors discussed practical steps to reduce quorum problems: strengthening alternate notification (calling alternates in advance if regular members are absent), rotating alternates through meetings so more people are prepared, and considering candidates who have consistently attended meetings, participated in Citizens Academy or served in related roles. Several applicants who interviewed that night emphasized they would attend regularly and prepare for meetings; one applicant, Laura Weiss, said health issues had affected past attendance but that she expects to be consistently available going forward.

Councilors did not take final votes but made tentative placements that they will ratify by resolution at the Dec. 16 regular meeting. Staff were directed to verify attendance records, check excused‑absence practices, contact appointees about conflicts and availability, and prepare the resolution for council consideration.
