CCRPC updates TAC on Municipal Roads General Permit progress and FY2023 UPWP call for projects

CCRPC staff provided a progress update to the Transportation Advisory Committee (TAC) on Municipal Roads General Permit (MRGP) data collection and compliance, then briefed the group on the FY2023 Unified Planning Work Program (UPWP) schedule.
Chris Dubin, CCRPC staff, and Sam Berry, CCRPC intern, presented MRGP findings for Chittenden County, focusing on non-MS4 towns and data collection done by the summer intern program. Staff said data are tracked in an ArcGIS dashboard that can be updated in the field and emphasized that CCRPC reports only what towns have submitted; members were encouraged to notify staff if data are missing. Staff noted that Very High Priority Segment compliance has a Dec. 31, 2025 deadline, and that MS4 communities are looking at an April 1, 2022 deadline for their respective requirements.
Committee members asked about handling erosion on Class 4 roads and whether downgrading to a trail or changing alignments is permitted. Chris Dubin said MRGP does not provide roadway standards for Class 4 roads but municipalities have options such as downgrading segments, and the DEC is aware municipalities may pursue such changes.
Separately, Marshall Distel reviewed the FY2023 UPWP process and schedule: materials will be released Nov. 19, CCRPC is seeking energy projects that would receive staff assistance without local match, and the UPWP Committee will meet three times (Jan–Mar); the TAC nominated and approved two representatives, Barbara Elliott and Robin Pierce.
Staff also took member questions about project delays (for example, Route 15 path work delayed by signal equipment delivery or utility pole moves) and said traffic data collection is largely complete and in post-processing.
