The Rowlett Planning & Zoning Commission on March 10 approved the Vista North Shore preliminary plat and recommended approval of a tree removal/preservation plan for the 35.314‑acre site at Harmony Lane and Merritt Road.
Staff described the site as a form‑based urban neighborhood district. Michael King, Senior Planner, told the commission the site contains 193 total trees (2,555 caliper inches), of which 111 trees (1,582 caliper inches) meet the form‑based district's definition of protected species. The tree plan proposes removing 26 protected trees and planting 206 additional trees (totaling 618 caliper inches). King said the code applies 3:1 and 5:1 credits for retained trees and that, after credits and proposed plantings, the plan yields a net positive in caliper inches preserved on the site.
"On this site, we have a 193 total trees... 26 of the protected trees are proposed for removal," King said, and he explained the mitigation and credit math used to reach a net increase in preserved caliper inches. Commissioners asked clarifying questions about the caliper math and distribution of preserved trees; staff confirmed the credits and planting calculations and said no mitigation payment to the reforestation fund would be required based on the calculations presented.
The preliminary plat (item 3b) had been moved and seconded during the consent discussion and passed 7–0. The tree removal/preservation permit (item 4c) was moved by an applicant representative and seconded; the commission approved the permit 7–0.
The approvals allow the developer to proceed with final platting and site development steps subject to the PD and tree‑plan conditions and any future City Council review required by code.
