Rowlett mayor unveils LIFT plan to repair screening walls and tidy city thoroughfares; council backs staff study and funding target

The Rowlett City Council on Sept. 15 heard pleas from residents of Lake Bend and Bayview Estates about deteriorating screening walls along Dalrock Road and other major corridors, and considered a comprehensive plan the mayor called the Landscaping, Infrastructure and Fences Along Thoroughfares (LIFT) plan.

Residents told the council the walls have been city‑maintained for decades and that sudden shifts in responsibility would impose steep costs on primarily senior homeowners. “For 35 plus years, the city has maintained these walls,” said Patrick Bridal, who asked the council to “stand by that promise.” Sharon Hodges said a city list from 2023 identified her neighborhood’s wall as city‑owned, and urged officials not to shift the financial burden to residents.
