Rowlett council weighs rescinding discretionary community‑services grant program

Mayor (speaker 1) framed a recommendation to adopt a resolution rescinding the city's community services grant program (item 5d), saying the annual grant process had become "polarizing" and time consuming. He told the council the resolution is on the consent agenda for the Oct. 14 meeting but said it could be removed for individual consideration.

Several councilmembers said long‑standing partner organizations would be better served by memoranda of understanding (MOUs) that set programmatic obligations and measurable outcomes. One councilmember noted that prior MOUs (for example with Keep Rowlett Beautiful) provided structure and leveraged additional outside funding.

Other councilmembers urged caution. One councilmember said the competitive grant program had supported innovative, time‑limited pilots — for example, the sensory tent program — that may not fit into a fixed MOU structure. They argued the open grant process gives small organizations and new ideas a pathway for city support.

Mayor and staff clarified that funds already appropriated in the FY26 budget would continue to be delivered under existing agreements; rescission would change future application cycles, not retroactively remove awarded funds.

Outcome: Because the item did not have unanimous consent, the council agreed to remove the resolution from the consent agenda and bring it for individual consideration at the next meeting so members can vote with full awareness.

What's next: The resolution will be considered individually at the Oct. 14 council meeting; staff will provide language about how MOUs would be used and which programs would be transitioned.
