The county judge read the proclamation to open remarks from several organizations, citing 2025 statewide figures included in the text: 51,979 children in Texas were confirmed victims of abuse or neglect, of whom 30 were from Waller County, and 124 child-abuse-related fatalities occurred statewide in 2025. "Every child deserves to grow up in a safe, loving, permanent home," the proclamation said.
Representatives from Casa for Kids of South Central Texas and Family Ties described services the county funds and partners with. "Just this year alone, our advocates put in almost 2,000 hours" working with children and families, Amy Wright, executive director of Casa for Kids, told the court, adding the nonprofit served 54 children in the past year and logged more than 1,700 contacts to support placements and court processes.
Family Ties outlined counseling, court and hospital accompaniment, a 12-bed residential facility and early-childhood programs, and asked the county for continued support. A Family Ties representative said the organization advocates for approximately $150,000 in local lodging support to help Waller County residents who are victims.
The court then approved two funding motions tied to the proclamation: a $20,000 county allocation to Family Ties and county budget support for Casa for Kids. The motions were moved and seconded and carried by voice vote; no roll-call tallies were recorded in the transcript.
The county judge urged public recognition of the organizations and scheduled photo opportunities with the commission on the dais to mark the proclamation.
What happens next: The Court signed the proclamation and took photographs with each organization. The approved funding will be processed through the county's normal procurement and disbursement procedures.
