At the start of the Oct. 28 meeting the Rowlett Planning and Zoning Commission took a consent‑agenda vote approving a final plat moved by a commissioner and passed 6–1. Commissioners paused to confirm the status of an owner’s covenant addressing homeowners association responsibilities for drainage and maintenance; staff advised the commission the covenant had not been provided and that HOA/covenant documents are typically supplied to staff before the director signs the plat.
Commissioners noted they may withhold signatures until the required covenant language is provided, and staff said the developer must provide the covenant prior to the director’s acceptance of civil plans and final plat signature. The commission approved the plat on the understanding HOA documents or equivalent conditions will be provided to staff before final acceptance.
