Board discusses small-business chamber membership scholarship; staff to draft eligibility and caps

Town staff presented a draft program to subsidize chamber membership for new Northlake businesses to encourage recruitment and retention. The Metropore Chamber of Commerce would be the grantee and would administer the program under a performance agreement. The packet outlines a proposed per-business subsidy of $395 for the base membership, with an estimated annual program cost of about $8,000 if roughly 20 new businesses participate.

Nathan outlined options for how the subsidy could be applied: pay the base membership or cover part of an upgrade so new members "have some skin in the game." Directors voiced concerns about accountability if the town pays only base membership, and several said an incentive that covered a meaningful upgrade would better ensure participation in chamber activities. "If they've got skin in the game, then they're going to show up," one director said.

Board members also debated eligibility definitions. Some favored limiting the program to brick-and-mortar businesses to target sales-tax-generating operations; others urged including home-based businesses that could grow into physical locations. Staff recommended defining "new business" as businesses joining the chamber within a year of their formation or membership application and clarified the program would not be retroactive; reimbursements would be effective only after the agreement is in place.

Directors discussed administrative details including a not-to-exceed annual cap (the board discussed a $8,000 cap), per-business maximums, and verification/reporting requirements the chamber would follow under a performance agreement. Staff will coordinate with other Metropore member communities on a consistent approach and return a draft agreement and budget for board action.
