Katy ISD recommends contractors for multiple bond projects, plans chiller replacements and athletic reconfiguration at Taylor HS

At the April 14 Katy ISD work‑study the district’s facilities and construction leadership outlined multiple project recommendations and operational capital work.
Lisa Kasman, executive director of facilities, described a two‑step construction‑manager‑at‑risk selection used for multiple renovation and addition project recommendations. Kasman said Ansel O’Brien was recommended for the Beck Junior High renovation and for Maid Creek and Sundown elementary projects because of relevant civil and footprint experience; Steward Builders and Whiting Turner were recommended for other projects. Kasman explained the selection weightings—50% qualifications, 30% preconstruction fee, and 20% interview—and said some projects will not commence until 2027 depending on schedule and bond timing.
Nathan Fuchs, executive director of maintenance and operations, described planned chiller replacements at the Miller Career & Technology Center and the Taylor High School field house as part of the 2023 bond lifecycle replacements; both projects include pumps and piping and are scheduled for completion by early next year. Fuchs also said five portable buildings from Pattison Elementary will be relocated to Woodcreek and Haskett junior highs, and a Haskett computer lab will be reconfigured to accommodate growth.
An interlocal agreement with Cinco Municipal Utility District No. 7 was presented for Creech Elementary track repairs; Cinco MUD No. 7 will contribute $15,000 with the PTA and another MUD covering remaining costs.
For Taylor High School, district staff proposed reconfiguring space within the main campus to house the athletic trainer, athletic secretary, and a larger training room so athletes and staff will not need to cross an unfenced parking lot to a detached field house during the instructional day. Presenters said the change will improve safety, reduce lost instructional time and reduce student traffic across parking areas; trustees called the project long overdue.
Trustees asked about contractor capacity when one firm is awarded multiple projects and Kasman said she vetted schedules and personnel to ensure capacity. No final contract awards were voted on during the work‑study; staff recommended moving items forward for board action.
