Clinton reviews Q3 FY2026 finances and awards road bid package to Staker Parsons
Summary
Council received a third-quarter FY2026 budget update showing revenues tracking ~61% and expenditures ~71%; the council approved consent items including a package road bid awarded to Staker Parsons at $654,000 (engineer estimate $838,000).
City Manager Trevor Cahoon presented Clinton’s third-quarter FY2026 budget snapshot on April 28, reporting revenues at roughly 61.3% of projections (with licenses/permits notably below forecast) and expenditures around 70.9% of budget. Cahoon noted anticipated variability in sales-tax timing, an expected shortfall in license and permit revenue due to delayed housing projects, and estimated about $200,000 in personnel savings from year-long vacancies.
Council members asked for clarifications on special revenue increases: Cahoon attributed higher-than-expected special revenue (impact fees) mainly to a large Home Depot project that generated sizeable impact fees. Cahoon said missing or lagging figures (tax revenue, interest, ambulance and grant revenue) were noted in the packet and would be reconciled.
On the consent agenda, Public Works Director Dave Williams asked the council to approve a multi-part road project bid (repaving 2475 West, relocating RV dump, shop yard paving and repair of a sunken section of the 2050 North trail). Engineers estimated $838,000 for the package; Staker Parsons submitted the low bid at $654,000. The council approved awarding the package to Staker Parsons and discussed an administrative budget amendment to move the RV dump cost between sewer and street funds if needed.
Mayor Marie Doherty said staff will prepare the required contract documents and any necessary budget amendments for administrative processing.
