The Rowlett Planning and Zoning Commission on June 10 approved the final plat for the Kirby Addition, a 0.25‑acre subdivision at the southeast corner of Kirby Street and Skyline Drive.
Staff presented the plat, noting its location in the William Crabtree survey and recommending two conditions to ensure ongoing maintenance: the applicant must either form a public improvement district or enter a development agreement to guarantee funding for streetscape, open space, trails, fencing, irrigation and common areas, and must form a property owners association to enforce design standards and oversee common amenities. City staff (Musser) told commissioners those items would be completed prior to plat recordation.
Commissioner Williams moved to approve the plat with the two conditions; the motion was seconded and the commission voted unanimously with one member absent.
The commission’s approval advances the plat to administrative recordation and any construction will be subject to the normal permitting and inspection processes.
The chair closed the item and the meeting proceeded to the next agenda item.
