Council asks staff to study alternate sites for municipal complex after mixed reactions to Hereford Park plan

Manal, a city staff member, updated the council on March 16 about the municipal complex schematic designs, prior bond propositions and next steps for site selection. The presentation recalled 2021 bond propositions that included funding authorization for a public-safety facility, an animal shelter and park improvements and showed conceptual footprints for a combined municipal complex at the Hereford Park site.
Why it matters: the site choice affects neighborhoods, school adjacency, park amenities and project cost. Manal said the prior schematic work had advanced into schematic design for most site elements and that moving the project to a different site could materially change cost estimates and design work already done.
Design status and cost context: staff and a council member cited an earlier estimate of about $9 million for the combined option and noted the prior bond authorization totaled about $8.4 million — creating a potential gap to be evaluated. During the meeting staff said the city had spent approximately $1,300,000 so far on design-related work and estimated the forthcoming site-selection study and due diligence would cost about $150,000.
Site options and council views: councilmembers debated alternatives. The mayor proposed considering property directly south of the existing police facility on Rowlett Road as a location that could keep police operations adjacent to existing evidence/property-storage space while allowing city hall to face the street. Other suggestions included Tollor Business Park or industrial parcels for an animal shelter, or commercial parcels near President George Bush Turnpike and Main Street for civic visibility.
Animal shelter debate: some councilmembers supported co-locating the animal shelter in Hereford Park because of wooded buffers and a planned dog park, while others objected that a municipal facility would reduce park experience and raised potential noise and smell concerns. Council asked staff to evaluate industrial parcels and other sites as alternatives for the shelter.
Next steps: council asked staff to return with four candidate site studies, public outreach and design charrettes to gather community input before committing to a preferred location. Manal confirmed staff would proceed with due diligence and public engagement and return with refined cost, site and outreach recommendations.
The work session did not produce a final site decision; staff was directed to study the options and engage the community.
