San Patricio County commissioners on Monday authorized county financial advisors to begin a refinancing process for certificates of obligation issued in 2016, a step intended to lower interest costs on outstanding debt tied to road repairs.
A county consultant told the court the 2016 certificates were originally issued for about $8.9 million and that current market conditions could reduce the coupon rate from roughly 4% to near 3%, producing estimated savings in the range of roughly $217,000 to $235,000 depending on final pricing. The consultant recommended pursuing a private-placement transaction and asked the court to approve Estrada Henjosa and McCall to start the process; commissioners approved the request and will review final terms before any sale.
"We're looking at going down to about 3% on these certificate obligations from 2016," the advisor said during the presentation, noting a target timeline to complete the refinancing process by April if market conditions allow. The advisor added that the county would call off the refinancing if yields fell below the team's threshold.
Commissioners asked procedural questions and were told the approach avoids a full public bond-rating and issuance process by offering the debt privately to institutional buyers. The court authorized staff and bond counsel to proceed and return with formal documents for final approval.
The action is an authorization to begin the process; no debt issuance or sale was completed at the meeting.
