Policy panel favors clearer quote minimums, aligns purchasing thresholds with town policy

The chair opened discussion of Policy 3323, a rescind-and-replace of the district’s soliciting-prices, bids and quotations policy, and said the committee should consider wording changes to minimum-quote thresholds. "To be consistent... we'll add 'at least' before the word '2' and '3,'" the chair said, proposing that language that currently reads "2" or "3" be changed to "at least 2" and "at least 3."

Committee members debated the operational implications. A committee member said the policy is "price centric" for bids and contrasted that with an RFP’s "total value package," asking whether the district should require more quotes in practice for small purchases. The staff member noted a parallel change in reporting thresholds: the revised policy would require board authorization for purchases over $50,000, a change from the older $25,000 reporting threshold, which the staff member said aligns the district policy with the town’s purchasing rules.

The committee agreed to add the words "at least" before the minimum-quote numbers to preserve flexibility and clarity. The chair summarized the committee’s edits and recommended the revised policy move to the full board for approval in two weeks. The committee did not complete a full board vote at this meeting; the action directed the policy onward for board-level consideration.
