Erica, the county engineer, told the court she has worked on TWDB grant funding before and described the first step: requesting funds for individual studies that would produce inundation maps, emergency action plans and a chain-of‑notification for each dam. "Dams are a big issue. We have a lot of infrastructure, dam infrastructure in North Texas in particular, that is aging," Erica said. "Many of the dams ... were built in the fifties, and they don't have emergency, management plans that go along with them."
Commissioner Stacy said the resolution would instruct the county engineer to request 33 separate grants through regional planning groups and the TWDB, and he noted the governor had announced a special round of financing to support such efforts. Erica said the work will take time and likely unfold over several years.
During the discussion, commissioners identified that Cedar Creek Site 16 had been omitted from the list of sites to be included. Commissioner Stacy moved to amend the resolution to insert Site 16 between Site 14 and Site 16A; the motion was seconded by Commissioner Lichty.
