Commissioners approve $1.5 million Terry Lane rehabilitation with potential trail funding to follow

Brian Creed, director of public works for the city of Heath, told Rockwall County's commissioners court on Jan. 13 that the city is proposing concrete panel replacement on Terry Lane under the county's earlier $2,000,000 interlocal allocation; the city's proposal includes a $1,500,000 contract quote from Boardwalk Paving to replace approximately 408 panels and to use higher‑thickness pavements for long‑term durability.

Creed said the pavement condition index for Terry Lane is currently 62 out of 100 and the proposed repairs would raise that rating above 85. He said Boardwalk Paving would phase construction to complete one side of the street before working the other to maintain traffic flow and anticipated the project duration at about two months if work began in January; the start date could slip given the late calendar date.

Commissioners discussed the possibility of using leftover interlocal funds for trail right‑of‑way and construction; Creed said some property owners have agreed to donate right‑of‑way at no cost to the city, which would lower trail costs. County and city officials noted that certain road bond funds may not be allowable for trails and that staff would need to clarify allowable uses with auditors and legal counsel.

Commissioner Lichty moved to approve the roadway project pursuant to the interlocal agreement between Rockwall County and the City of Heath for Terry Lane; the motion passed 5–0.

The court asked staff to follow up on whether interlocal funds or other sources could support a trail alongside the repaired lane and to coordinate timing with the city's planned construction schedule.
