San Patricio County commissioners approve budget transfers, equipment purchases and multiple contracts

San Patricio County commissioners on Dec. 8 approved a slate of routine and major items, including budget transfers across departments, contract renewals and equipment purchases, and they awarded two large drainage-construction contracts the county said together total about $10.8 million.
The court unanimously approved the Dec. 1 minutes, moved to pay claims presented to the court and accepted a series of budget transfers affecting road and bridge, airport, the district attorney, the fairgrounds, IT and other departments. Miss Garcia, the treasurer, told the court the week’s health transfer was $6,400 and that November sales tax totaled $379.13; the court accepted the treasurer’s report.
Under the consent agenda the court recorded contract change order RFP2025-005 (a Texas Department of Agriculture form previously approved Sept. 8, 2025) and approved a one-year renewal agreement between Matthew Hubbs and the county library for Jan. 1–Dec. 31, 2026. The county also approved a 36‑month copier lease for the district clerk with Knight Office Solutions at $76 per month.
Commissioners approved several equipment purchases for road operations under board contract RFP685-22, including a 2024 CP pneumatic roller for $135,225 and a Volvo pneumatic roller with cab for $201,078. County staff said older equipment had required extra dump-truck hauling to finish recent jobs.
A five‑year contract with Hilltop Securities Asset Management LLC for arbitrage rebate compliance services was approved; staff said the county has used the firm for roughly 17–18 years to calculate and report any excess earnings on bond proceeds.
The court approved an IT request to install electronic access control at the Justice of the Peace Precinct 8 office (1155 Gregory St.) for $10,982, to be paid from courthouse security funds. A member of the county’s legal team cited Code of Criminal Procedure article 102.017(e)(1) and said the county’s use of courthouse security funds complied with the statutory process.
Melanie Cooper, the county’s grant manager, said the parks‑plan scoring committee recommended Hansen as the top scorer for RFQ2025-004; the court approved awarding the parks‑plan contract to Hansen.
The meeting ended with the court approving recommended personnel actions and adjourning.
The court recorded each approval as a motion and carried the votes by unanimous voice vote; no roll‑call tallies were read into the record.
