House committee adopts substitute and votes do‑pass on House Bill 3,328 after changes to certification, adjuster cap

"We really only have two changes," Castillo said, summarizing that the bill would still create a stronger home‑protection program but would use an impartial testing lab instead of IBHS standards and would not impose the adjuster cap as earlier drafted. Castillo also noted continued work with the Department of Insurance and Commerce and public‑adjuster representatives on disclosure language.
The committee adopted the house committee substitute by voice vote and then voted the substitute do‑pass. The recorded tally reported nine members in favor and none opposed. The chair declared the house committee substitute adopted and that House Bill 3,328 was voted do‑pass by the committee.
