Road and Bridge staff told the court three proposals were received and that 4 d construction’s bid met specifications. Staff described the work as an interim overlay to preserve the roadway while the county acquires right-of-way and pursues a longer-term reconstruction plan; multiple collapsed or failing culverts and cross pipes were documented and staff said the volume of traffic (estimated at 50,000–60,000 cars per week) was contributing to rapid deterioration. The engineering estimate was reported to be within about 2% of the low bid.
Staff said they will issue bond requests to the successful bidder and move to execute the contract promptly; the court approved the award without recorded opposition. Commissioners described the work as necessary to maintain mobility and safety while more permanent concrete improvements are planned.
