What the court approved: By unanimous votes the court approved the minutes of the Nov. 7 meeting; authorized payment of presented bills; approved numerous budget line‑item transfers across departments (sheriff, jail, elections, district clerk, environmental health, Road & Bridge) and recorded a budget amendment reflecting a $4,000 private contribution from the Texas Farm Bureau to support county tire disposal efforts.
Grants and procurement: The court approved reapplying for a Texas Veterans Commission reimbursement grant of $100,000 (the county fronts costs; the state reimburses eligible expenditures including 25% of an office coordinator salary). The court also awarded the Saint Paul elevated storage tank RFP to Caldwell Tanks Incorporated for $855,000 (TDA Colonial funds) plus $427,000 in ARPA funds for a total of $1,282,000 and approved awarding generators to CF McDonald Electric for $310,469 using ARPA funds. The scoring committee recommended Brooks Watson & Company for external auditing services and the court approved initiating the auditor contract. The court also authorized seeking bids for a camera system at the county juvenile center.
Contracts and roadwork: The court approved a renegotiated burn‑pit contract with R and R Gonzales Properties LLC, reducing the monthly fee to $999 pending the owner’s signature, and approved initiating the process to close County Road 49 for an estimated 3–4 days to install sewer utilities, with maps and timing to follow.
Personnel: The court approved a position change in Road & Bridge Precinct 3 — eliminating one crewman position and creating a heavy equipment operator position — and accepted a series of resignations and hiring recommendations with effective dates and step placements provided in the personnel packet. Salary committee recommendations were accepted where requested by elected officials.
Procedure and adjournment: Consent agenda items (county clerk monthly report, two commercial property items) were accepted, the treasurer’s October investment report was recorded, and the court adjourned at 9:54 a.m.
The court took no action on the informational presentations from TxDOT or Bechtel at this meeting; permit and procurement items will proceed through normal staff and vendor steps.
