Court approves pavement assessment and procurement items; staff scopes HGAC mobility and thoroughfare study

Procurement staff presented items 73–76 for approval: an amendment to add 16 body‑camera/car video units (four per constable), annual term contracts for road materials and a pavement‑management assessment to document and score nearly 600 miles of county roads by video. Jamie said there were five responsive bidders for road materials contracts and emphasized stable vendor interest.

County Engineer Ross described the pavement assessment as a cost‑effective baseline that will video and rate all county miles, capturing pavement edges, sign reflectivity and other visual condition data in about two weeks — a task that would take months for in‑house staff. "We'll get this within 2 weeks, and we'll have all of our roads videoed," Ross said, adding that the data will help prioritize preventive maintenance and allow the county to show measured improvements to the court.

Commissioners suggested adding traffic counts to help prioritize roads by wear and vehicle volume. Ross said the initial scope is intentionally limited but can expand later to include culvert and ditch monitoring.

Separately, commissioners discussed regional planning and TxDOT coordination, and staff said scoping for an HGAC thoroughfare and mobility study is underway. Ross said he has a scoping meeting scheduled with HGAC and TxDOT staff and estimated the process could run about 18 months; deliverables would include functional classification, floodplain review, and a capital improvement project list to support future funding applications, including potential TxDOT partnership funding.

The court moved and approved items 73–76 by voice vote, and later voted to appoint county representatives to HGAC advisory bodies to support regional coordination.
