The Rockwall County Commissioners Court on Dec. 23 recognized County Clerk Jennifer Fogg for her role in developing and passing state legislation and approved an agreement with US Imaging Inc. to preserve historic county clerk records on microfilm.
The court presented Fogg with a framed bill from Senator West and thanked her for advocacy work in Austin. "I could not do this without a supportive commissioner's court," Fogg said, crediting her staff and the court for contributing to her office’s work. She singled out Senate Bill 16, saying it will help the county better track property fraud and property‑theft offenses and allow county clerks across Texas to require identification for certain over‑the‑counter property transactions.
The preservation contract will be funded from the county clerk’s archives fund rather than general tax revenues, the judge said during the agenda discussion. Commissioner Stacy moved to approve the agreement with US Imaging Inc.; Commissioner Guana seconded. The motion passed unanimously, 3–0.
Court members said the project supports long‑term records stewardship for Rockwall County. The court did not provide a project cost in the meeting packet or on the record at the time of the vote.
The court moved on to other business after the vote.
