"There will be no raise in taxes to bond this road," Chairperson Blowers said during the discussion.
On a motion to authorize bonding, the board approved Resolution 15R-2026, which sets a "not to exceed" authorization at $3,100,000 for general obligation highway allocation fund pledge bonds. The board also considered funding structure options. Chairperson Blowers moved to withdraw $1 million from the Inheritance Fund and bond $2.1 million; he later withdrew that motion, so no Inheritance Fund transfer occurred.
Lance Harder of Oak Creek Engineering and project partners presented bid results for the Anselmo south asphalt resurfacing, noting bids came in well below the engineer's estimate. On a motion by Supervisor Markham, seconded by Supervisor Gibbons, the board awarded the asphalt contract for the Anselmo south resurfacing (C21 (1324)B1, OCE #4-C-47) to Werner Construction. The board also awarded gravel bids as tabulated by the Highway Superintendent on a separate motion.
Taken together, the financing authorization and contract awards move the Anselmo south project toward construction while preserving the county's stated funding approach. The board indicated refinancing or payoff would be options after the two-year call period provided in the bond structure.
