Tony D'Andrea (speaker 9) presented the plan and said DPW had reviewed the submitted drainage report and approved it for the building permit process; D'Andrea argued diagonal parking minimizes additional pavement and preserves existing landscaping compared with 90‑degree stalls. A Hill House board representative (speaker 20) told commissioners residents favor the angled layout because it has improved snow‑plowing and daily access.
Beta (town consultant) provided recommendations about vehicle movements and access; the commission asked staff to offer a courtesy meeting with Beta to ensure vehicle maneuvering concerns were fully understood. Commissioners added landscaping requirements at the driveway entrance and far end of the lot and recorded the motion to approve subject to DPW resubmittals and signing the necessary acknowledgment letters.
The commission closed public comment and approved the application by vote.
