County to replace damaged courtroom audiovisual system; approves $100,452 TIPS contract

Rockwall County will replace the damaged audiovisual system in a 3rd-floor courtroom after a lightning strike partially disabled a video matrix, the county's IT director told the commissioners on Feb. 24.
Brian Crenshaw said the lightning strike left several monitors not working and the county's temporary workaround (splitters and cables) is not a long-term solution. He said the county received $14,400 from its insurance claim toward repairs but the device that failed is no longer manufactured and could be unrepairable. Crenshaw recommended replacing the whole chain to match newer courtrooms rather than risk prolonged downtime.
Destry and procurement staff explained that purchases above $100,000 must generally go through cooperative purchasing agreements; a TIPS contract is available for the proposed Bloom procurement. Commissioner Stacy moved to approve the Bloom contract for $100,452.38 contingent on TIPS contract terms; the court approved the motion 5-0.
Why it matters: the audiovisual equipment supports courtroom operations and remote evidence display. Replacing the aging system aligns the courtroom with newer rooms and avoids the risk of extended downtime if an out-of-production device cannot be repaired.
County staff said they plan to budget for additional courtroom upgrades in the 2027 and 2028 budgets so the county can phase replacements in a fiscally manageable way.
