JR Smith Park construction delayed; substantial completion expected in late August, splash pad likely closed this summer

The chair opened the meeting and asked parks staff for an update on JR Smith Park, which Alyssa said is still targeting substantial completion by late August despite several weeks of delay.

Alyssa, a parks staff member, told the committee that contractor work has been slowed by discrepancies in topography and a utility conflict: Delco identified a 12-inch water line running through the site that was not as deeply buried as originally expected, requiring regrading of the detention basin to achieve adequate cover height. "So right now, we are looking at substantial completion by late August," Alyssa said.

Staff said the splash pad probably will not be hooked up this summer, though they hope to test it before the end of the season. A separate presenter working with the project said crews have completed tree clearing and removed AEP utility poles, temporary fencing and site facilities are in place, and veneer and playground color selections are under way. The contractor estimates demolition and subcontractor mobilization will begin in about two weeks, pending final scheduling.

When asked whether Delco had approved the revised grading, the presenter said Delco rushed its review and granted approval; the contractor still must confirm how much fill material will be required under the new grades. Alyssa said staff have continued weekly progress meetings with the contractor to stay updated on scheduling and milestones.

The committee did not take a formal vote on the park schedule during the meeting. The update closed with staff confirming they will continue to brief the committee as construction milestones, testing of park features, and potential phased openings are determined.

The Parks & Recreation committee moved on to other agenda items after the update.
