CCRPC TAC forwards comments on draft Vermont Rail Plan, urges higher priority for Burlington Railyard REP

Marshall Distel and Eleni Churchill of CCRPC outlined staff comments on the draft Vermont Rail Plan and identified priority policy areas where the Commission seeks clarification and stronger direction.
Eleni Churchill, transportation program manager for the CCRPC, said the Burlington Railyard Enterprise Project (REP) is in preliminary engineering and is endorsed by VTrans, which supports moving it to first priority. "The REP is in preliminary engineering and is endorsed by VTrans," Churchill said. Amy Bell of VTrans cautioned that the project's advancement is contingent on legislative approval.
Robin Pierce asked whether CCRPC staff had reached out to Genesee & Wyoming Railroad for input; Mary Anne Michaels asked whether the Burlington REP should be part of the Vermont Freight Plan. Churchill said the REP appears in both the Rail and Freight plans and that staff recommended elevating it to the board’s attention. Following discussion, Nicole Losch moved that the TAC recommend the Board approve the comments and transmit them to VTrans for consideration; Barbara Elliott seconded the motion and it passed unanimously.
The TAC’s action forwards CCRPC’s technical and policy comments to VTrans for consideration during finalization of the Rail Plan. The minutes record the motion and unanimous approval but do not list individual roll-call votes.
