Summary
Dan Albrecht and Dean Pierce updated the committee on start-up operations for Basin 5 and Basin 7 Clean Water Service Providers, announced an RFQ for subcontractor services and an RFP for Design Implementation Block Grants due July 7, and noted Basin 7 approved an Interim Public Participation Policy.
Dan Albrecht (CCRPC) and Dean Pierce (Northwest RPC) provided updates on start-up operations for regional Clean Water Service Providers on June 7. Pierce said Basin 7 approved an Interim Public Participation Policy, discussed guidance for subgrants to project managers, and began weighing co-benefits and project prioritization criteria.
Albrecht said Basin 5 discussed operating policies including conflict-of-interest and public participation policies and that CCRPC issued an RFQ to identify water-quality engineering firms for CCRPC or its subgrantees. He said he hopes to issue an RFQ soon for identifying subgrantee project managers and implementors such as NRCDs, watershed groups, land trusts, municipalities and other organizations for non-regulatory phosphorus reduction projects.
Albrecht also noted CCRPC updated procurement policies to meet CWSP requirements, reminded members that town clerks or managers may contact them regarding reappointment to the committee, and welcomed Tom Joslin as the new Jericho member. Pierce shared that the tentative Lamoille Basin Water Quality Council meeting date is June 23 at 11 a.m. and provided web links to agendas and minutes.
Next steps: CCRPC plans to issue additional RFQs and RFPs for CWSP implementation; Basin councils will continue developing grant guidance and prioritization processes. The Lamoille BWQC meeting is tentatively scheduled for June 23.
