Council delays Recology contract vote, advances Comprehensive Plan utility element
Summary
After presentations from city staff and a consultant, the council gave consensus to return the proposed Recology collection contract to the Sept. 23 consent calendar for full review; the council also advanced the draft Comprehensive Plan Utility Element after a staff review and a request to note moving overhead powerlines underground.
City staff presented two related service and planning items at the Sept. 9 meeting that the council advanced without final action.
Senior Project Engineer Amy Shaw and Epicenter consultant Jeanette Jurgensen presented the proposed Comprehensive Garbage, Recyclables, and Compost Collection contract with Recology King County (Resolution No. R-24-1922). After the presentation, Mayor Sean P. Kelly asked that the item be returned to the Sept. 23 meeting on the consent calendar so the full council could review it. Council gave a 5-0 consensus to return the item; the minutes record no formal contract approval at this meeting.
Separately, Community Development Manager Matt Torpey reviewed the draft Utility Element of the Comprehensive Plan. Mayor Kelly asked that discussion about moving powerlines underground be noted. Council provided consensus to move the draft forward; the minutes do not show a formal vote to adopt the document at this meeting.
Both items will return for further consideration: the Recology contract is scheduled for the Sept. 23 consent calendar for full council review, and the Utility Element will continue through the plan-review process as noted by staff.
