Summary
The Kenai Planning and Zoning Commission voted to rezone 6575 Kenai Spur Highway from split rural-residential/general-commercial to a single general commercial zoning district to align the lot with the recently approved replat and reduce regulatory ambiguity.
The Kenai Planning and Zoning Commission on April 29 approved Resolution PZ2026-04 to rezone parcel 4106318 (6575 Kenai Spur Highway) from a split rural residential/general commercial designation to a single general commercial zone.
Staff reported that the property became a single parcel after a replat approved in 2025 left the lot with two zoning designations and that the rezone was intended to remove ambiguity about which regulations apply. Director Buettner said the site currently operates as a 32-space recreational-vehicle park under a conditional-use permit (CUP) granted in 2021 and that the rezoning would not create any nonconforming uses but would enlarge the adjacent commercial district.
Owner Casey Gaze told the commission the replat and rezone align with earlier plans to allow future electrical service to campsites and offered to answer questions about the property. A commissioner confirmed the CUP for the RV park would remain in place even after rezoning.
Chair Keaton asked for unanimous consent to adopt the rezone. With no objections the commission adopted Resolution PZ2026-04 by unanimous consent. The chair noted there is a 15-day period for appeals to the clerk's office.
The staff report referenced Kenai Municipal Code provisions governing zoning map amendments and the general commercial zone, and it concluded the change is consistent with the Imagine Kenai 2030 comprehensive plan and applicable code sections.
The commission did not attach additional conditions beyond those already tied to the existing CUP for the RV park. The commission packet includes the staff findings and public-notice documentation.
