Covington council accepts 911 grant, approves supplemental appropriations and proclaims April 'Clean Up Month'

At its March 10 meeting the Covington City Council unanimously approved two budget-related measures, declared April 2026 as Clean Up Month and heard an update from City Manager Allen Dressler on city projects.
The council adopted Resolution R-26-07 to accept VDEM grant funds for Delta Advanced 911 services; the grant requires no city match. Mayor Fred F. Forbes III moved the resolution and Vice Mayor Raymond C. Hunter seconded; the motion carried with all members voting “aye.”
The council also adopted Resolution R-26-08 to provide supplemental appropriations in the General Fund, Water Fund, Sewer Fund and the VDOT Sidewalk Fund. Mayor Forbes moved the measure, Vice Mayor Hunter seconded, and the resolution passed unanimously.
Mayor Forbes presented a proclamation designating April 2026 as Clean Up Month in the Alleghany Highlands, encouraging residents to collect at least one bag of litter during April 19–25, 2026 and asking clubs, organizations and businesses to coordinate cleanup locations through the Alleghany Highlands Chamber of Commerce.
Vice Mayor Hunter moved and Councilwoman Susan S. Wolfe seconded approval of the February 2026 Work Session and Regular Meeting minutes; council approved the minutes unanimously.
City Manager Allen Dressler reported a series of ongoing projects: recognition of the Covington Volunteer Fire Department’s 124th Annual Banquet and a recent leadership transition within the department; continued work on the city budget with emphasis on public safety and education; sidewalk improvements in South Covington and South Alleghany Avenue; coordination with VDOT on bridge and roadway projects and with CSX on related infrastructure; the Rayon Bridge project remains on schedule; upgrades at Casey Field and use of Jackson River Sports Complex; park maintenance following winter storm damage and a planned opening of a mini-golf course in early April; and utility work including water line replacements, hydrant repairs and coordination with Columbia Gas for downtown and residential improvements.
Council then voted to enter a closed session under Section 2.2-3711(A) of the Code of Virginia for discussion and evaluation of city-council-appointed personnel; the motion was made by Vice Mayor Hunter and seconded by Councilwoman Wolfe and carried unanimously. The meeting was adjourned after the closed session notice.
