The Village of Flat Rock council on March 12 voted to update the village’s Uniform Guidance Procurement Policy to reflect a federal increase in the simplified acquisition threshold.
Village Administrator Patricia Christie presented edits prepared by Kaitlain Finkle of the Land of Sky Regional Council. Christie said the federal simplified acquisition threshold was raised from $250,000 to $350,000 in October 2025. She said the state advised the village that it must follow its own procurement policy; because a recent cost estimate from Equinox fell between the old village threshold and the new federal threshold, the policy was revised so the village’s threshold matches $350,000.
Council Member Carpenter moved to approve the updated policy; Council Member Jeter seconded the motion and the council approved the change by unanimous vote. The update was described as necessary to avoid conflict between federal procurement rules and local policy when village projects involve federal funding or federal procurement thresholds.
The packet notes the policy was previously modified in December 2024 for emergency contracting after Hurricane Helene when Buchanan & Sons, Inc. was contracted for storm cleanup. Council did not record any immediate budget appropriation tied to the policy change; staff and the consultant will apply the new threshold in future procurement and RFP work, including ongoing questions on the King Creek RFP and Federal procurement compliance.
