Aberdeen board roundup: FEMA playground funds, Page Memorial Library amendment, capital project closeouts and road closures for Special Olympics

The Town of Aberdeen Board of Commissioners covered multiple administrative and budget items at its April 27 meeting, including FEMA reimbursements for storm repairs, a library budget amendment, several capital-project closeouts and a temporary road-closure ordinance for a local Special Olympics event.

Manager's report and FEMA reimbursement: The town manager told the board the town recently received a check from FEMA "for a 115,000 and change" to reimburse work on three projects, including road-related repairs and replacement of a playground platform at Lake Park. "It's in the bank," the manager said. Staff said the FEMA payment covered the projects FEMA selected and that other larger items remain under review.

Playground and bridge safety: Staff and board members discussed the playground work and mitigation measures (including concrete curbing around the play area) intended to prevent repeat undermining. The board also spent substantial time on the pedestrian bridge at Aberdeen Lake: members said barricades and signs warning people to stay off the closed bridge have been torn down repeatedly. Staff said there are signs in place and that police would ticket people who ignored closures; some board members urged removing boards or otherwise physically preventing access to reduce liability.

Library matters: The affiliation agreement between the Town of Aberdeen Library and the Moore County Library System was added to and approved on the consent agenda. Separately, the board approved a $41,460 amendment to the Page Memorial Library budget to repair damaged wainscoting, fix window seals, and purchase period-appropriate light fixtures; staff said most first-phase renovation work is nearly complete and the added amount will return the interior to a "ready state." Planning staff also noted the Friends of the Aberdeen Library will cover a part-time Saturday position paid through the town.

Capital project closeouts and finances: The finance presenter summarized quarterly results (general fund revenues and expenditures through March) and proposed closeouts and budget revisions for several capital projects. The board approved revising and closing out the Sportsplex project (revised budget about $2.25 million, with a small remaining balance to transfer back to the general fund), and approved final closeouts for two NCDOT-related projects (Highway 5 and NC 211) after minor budget adjustments and reimbursements were recorded.

Events and other business: The board approved an ordinance temporarily closing roads for the fifth annual Special Olympics Law Enforcement Torch Run on May 16, 2026; the planned route uses streets around Aberdeen Elementary and is expected to require road closures beginning about 8:30 a.m. for approximately 90 minutes. Other items discussed included installation of a sportsplex plaque and an upcoming "Blues and Brews" event at Malcolm Blue.

Appointments and votes at a glance: The board appointed Stephanie Thompson to the Appearance & Beautification Commission (term through 01/01/2027) and approved the measures above by voice vote.

What happens next: Staff will publish the adopted UDO amendment, continue development-guide work, arrange for playground repairs under the FEMA award, process library project work, and make transfers as part of capital-project closeouts. Finance staff said they will bring related accounting actions to the next administrative cycle.
