Staff cited budgetary savings and the availability of recorded video (the city posts recordings to its YouTube channel and archives them on city servers) as reasons for the change. Staff also said the video-recording approach can support Spanish-language transcripts when requested. Commissioners asked about quorum rules, how to continue hearings, storage/access to recordings, and whether remote attendance counts toward quorum; staff said remote participation is permitted but physical presence is required to count toward a quorum in some circumstances and explained the process for continuing hearings to a date certain when meetings run long.
