Planning commission recommends approval of internet-based car sales and repair at 391 Charles Court

The planning commission on Oct. 7 recommended that the city approve a special-use permit for internet-based motor-vehicle sales, repair and body-shop operations at 391 Charles Court.

Planning staff described the applicant as (recorded variably) Mick/Midwater Works represented by Patrick (name variants appear in the record) and recommended approval with the conditions and findings included in the staff report. Staff said the property sits in the manufacturing district about 200 feet south of Washington Street and that no exterior site modifications were proposed in the application.

Patrick Cheszik (speaker 1), who gave a full name and home address in the hearing, said his business is an internet-based car dealership that has operated in Addison since 2017 and that he plans to relocate operations to 391 Charles Court. Cheszik said repairs, body work and showroom/indoor storage would be conducted inside the building, the site contains 38 parking stalls, and the operation will include seven staff members (including the owner). He said cars will be stored in a fenced rear lot and that he plans to add screening around that lot.

Commissioners confirmed that repairs will be performed within the building and that parking supply is sufficient for the proposed use. With no public opposition, the commission voted to recommend approval of PC25-21 with staff-recommended conditions and to incorporate staff-drafted findings of fact. The roll-call recommendation was recorded as five ayes, zero nos. Staff told the commission the matter will advance to city council on Monday, Oct. 20.

The petitioner said he intends to move his operation from Addison and to keep much of the work in-house to reduce outsourcing; he described the business as Internet-based sales and occasional public pickup or transport by customers or dealers.
