East Lansing council adopts resolution to join partial opioid settlement, amends FY2026 budget

The East Lansing City Council on April 28 voted to authorize the city to participate in a partial settlement of a national prescription-opioid litigation and to amend the city’s FY2026 budget to reflect anticipated settlement payments.
Bellman, a city staff speaker identified in the meeting, told the council the action would approve a "combined subdivision participation and release form in a partial settlement of a national prescription opioid litigation." He said the settlement involves six regional distributor/dispensing defendants named in the packet and that the city must return authorization paperwork by May 4 to receive its share of the funds.
The council’s presiding officer noted the city’s expected share is small compared with prior settlements: "I did the math, and it looks like our settlement is about 6 hun $6,368," the chair said. Bellman added, "So this is a smaller one compared to all of the other settlements ... the larger ones came from Purdue and the Sackler family," describing the settlement payments the city has received as other defendants concluded their cases.
Council member Meadows moved to authorize the city manager to sign the resolution and related participation agreements; Mayor Pro Tem Grigsby seconded the motion. The council voted in favor, the chair announced the motion carried, and the resolution was adopted. The resolution also amends the FY2026 budget to reflect receipt of the settlement funds and authorizes execution and filing of the participation forms and settlement agreements.
The meeting record shows that public comment was offered at the regular special meeting later at 6:00 p.m.; no members of the public addressed the council during this special session. The council adjourned after completing the item.
What happens next: The action authorizes staff to file the forms required to accept the settlement share; council members did not request additional materials or delay the decision during this brief special meeting.
